The Construction Board of Appeals is established in the adopted International Building Codes. The Board is formed to hear and decide appeals of orders, decisions or determinations made by the building/code official relative to the application and interpretation of the code. The Board cannot waive the requirements of the code but can hear applications claiming an incorrect interpretation, or that provisions of the code do not fully apply, or an equally good or better form of construction is proposed. The Board meets as needed, based on applications.

The Board members are: Chairman Jimmy Jurkiewicz, Eric Crosby, Joe Maurin, Richard Glenn, Alternate Otis Gatlin, and Alternate Will Hunt. Meetings begin at 5:30 p.m. in the Community Development Department. Melissa Ringler is the recording secretary.

The Foley Historical Commission was established to oversee the Local Historic District. In 2005 the City of Foley began the process of nominating downtown properties to be listed on the National Register of Historic Places. With the subsequent listings came a need for a commission to oversee the district. The Local Historical District was officially formed in 2008. The duties of the Commission include approving changes to the façade of buildings within the district and recommending additional properties that demonstrate historical significance to the City Council for inclusion. The Commission meets on the second Tuesday of every month to consider applications. The Historical Commission members are: Chairperson Lewis Newlan,  Vice-Chairperson Barbara Wagner, JaNay Dawson, Bonnie Donaldson, Carolyne Hollis, Barbara Ingram, and Jack Purser.

This five member Board is an incorporated board that meets the third Wednesday of every month.

MISSION STATEMENT

Our goal is to provide drug free, decent, safe, and sanitary housing for eligible families and to provide opportunities and promote self-sufficiency and economic independence for residents.

In order to achieve this mission, we will:

* Recognize residents as our ultimate customer.

* Improve Public Housing Authority (HA) management and service delivery efforts through effective and efficient management of HA staff;

* Seek problem solving partnerships with residents, community, and government leadership:

* Apply HA resources to the effective and efficient management and operation of public housing programs, taking into account changes in Federal funding.


The Foley Housing Authority manages 88 units in Aaronville and over 300 Section Eight units in Baldwin County cover 25 cities and towns.

The Board is comprised of Donald Barnett, Vernie Heard, Jr., Ethel Bodiford, and Juanita Houston. Currently there is one vacancy.

The Authority is a perpetual non-profit corporation made up of three board members serving staggered six-year terms. Board members must live inside the City limits and must not be an officer of the State or municipality. The Authority meets on an as needed basis. The members are A. Clyde Abrams, David J. Rauch, and Roderick Burkle. Recording secretary is Vickey Southern.

The Public Building Authority’s purpose is to transfer debt from the City to the Authority and to sell and issue or reissue bonds supporting the debt.

The Public Building Authority’s purpose is to provide buildings and facilities for lease to and use by the municipality, the county or any public corporation in the performance of their respective public functions or for lease to and use by the United States, and to invest each corporation organized under this chapter with all powers that may be necessary to enable it to accomplish such purchase, including the power to lease its properties and to issue interest-bearing revenue bonds.

The Public Library Authority is a perpetual non-profit corporation made up of three board members serving staggered six-year terms. Board members must live inside the City limits and must not be an officer of the State or of the municipality. The Authority meets on an as needed basis. The Board members are A. Clyde Abrams, David J. Rauch, and Roderick Burkle. Recording secretary is Vickey Southern.

The Legislative intent of the Public Library Authority is to provide public library facilities for lease to and use by the municipality, to invest each corporation organized under Chapter 57 under Title 11 of the Code of Alabama, 1975, with all powers that may be necessary to enable it to accomplish such purposes, including the power to lease its properties and to issue interest-bearing revenue bonds and to grant to each such municipality power to rent such public library facilities on a year to year basis.

The Public Park and Recreation Authority is a perpetual non-profit corporation made up of three board members serving staggered six-year terms. Board members must live inside the City limits and must not be an officer of the State or of the municipality. The Authority meets on an as needed basis. The Board members are A. Clyde Abrams, David J. Rauch, and Roderick Burkle. Recording secretary is Vickey Southern.

The Legislative intent of the Public Park and Recreation Authority is to promote the public health and general welfare by authorizing the incorporation to acquire, enlarge, improve, expand, own, operate, lease and dispose of properties to the end that such corporation may be able to promote public interest and participation in sports, athletics and recreational activities and to provide or improve public parks in this state, including all buildings, facilities and improvements incident thereto or useful in connection therewith. It is the further intent of the Legislature by the passage of Chapter 60 under Title 11 of the Code of Alabama, 1975, to vest such public corporations with all powers that may be necessary to enable them to accomplish such purposes.

The parks that fall under this Authority are as follows: Evans Park, Mel Roberts Park (a/k/a Cedar Street Park), Max Griffin Park, Heritage Park and John B. Foley Park, Foley Soccer Park, Beulah Heights Park, Aaronville Park, Aaronville Pool Park, Horse Arena, and Faust Property.

The Foley Redevelopment Authority is a perpetual non-profit corporation made up of three board members serving staggered six-year terms. Board members must live inside the City limits and must not be an officer of the State or of the municipality. The Authority meets on an as needed basis. The Board members are: Chairman A. Clyde Abrams, David J. Rauch, and Roderick Burkle. Recording secretary is Vickey Southern.

It is the Legislative intent through Chapter 54A, Title 11 of the Code of Alabama, 1975 that the City promotes, for the public good and general welfare, trade, commerce, industry, and employment opportunities and promotes the general welfare of the City by creating a climate favorable to the location of new industry, trade and commerce. Revitalization and redevelopment of a business district by financing projects under the chapter will develop and promote for the public good and general welfare trade, commerce, industry, and employment opportunities and will promote the general welfare of the city. It is therefore in the public interest and is vital to the public welfare of the people of Alabama, and it is hereby declared to be the public purpose of this chapter, to so revitalize and redevelop any business district of any city in the state.

This seven member Board is a perpetual incorporated board that meets on an as needed basis. Board members serve staggered six year terms.

The purposes for which the board is formed and organized are to acquire, enlarge, own, improve, expand, lease and dispose of property by the board to the end that it may be able (a) to promote industry and develop trade by inducing manufacturing, industrial and commercial enterprises to locate or expand existing operations in the State of Alabama, and (b) to further the use of the agricultural products and human resources of the State of Alabama, and to vest the board will all powers that may be necessary to enable it to accomplish such purposes.

Board members are J. M. Lee, Norman Moore, Paul Nygaard, Mike Werneth, Daniel McFerrin, Jerry Davis and Brock Wells. Vickey Southern is the recording secretary.

The Foley Public Library Advisory Board is a five member Board. Members, appointed by Mayor and Council, serve staggered four-year terms. The Board will meet March 17, 2009; May 19, 2009; September 15, 2009; November 17, 2009; January 19, 2010 and March 16, 2010 at 5:00 p.m. in the Board Room at the Library.

The Foley Public Library Advisory Board makes recommendations to the City regarding the expenditure of funds, and acts in an advisory capacity to the Library Director. They establish library policies and help vision a system of library services to the citizens of this municipality and the surrounding areas.

Board members are Donald Barnett, Frances Lager, Kathleen Parker, Kay Irwin and Paul Cater. The Library Director serves as Recording Secretary.

This Board is a perpetual incorporated board that meets on an as needed basis. Board members serve staggered six year terms. Board members are: Judge Harry Wilters, Tommy Herndon (Golden Living Center) and Rich McAuliffe (South Baldwin Regional Medical Center). Vickey Southern is the recording secretary.

The objects for which “The Medical Clinic Board of the City of Foley” is organized are to finance, acquire, construct, own, lease, equip, furnish, maintain, operate, enlarge, improve and dispose of one or more medical clinics and clinical facilities in the City of Foley, Alabama.

The ten member advisory board meets on the second Wednesday of each month. Board members serve staggered three year terms. Board members are: Chairman Bonnie Donaldson, Virgil “Rip” Christensen, Fran Hall, Sandy Russell, Charles J. Ebert, Jr., Allen “Bogy” Hall, Maxie Kaehr, Al Stapels and Alton McCullough. Vickey Southern is recording secretary.

Mission Statement: To provide an opportunity for people to explore the history of Foley and South Baldwin County through artifacts and memorabilia; to learn the importance of the railroad as depicted with an “O” gauge model train exhibit.

The Board is comprised of three members that are appointed by the Mayor that have been approved by the Council. These members shall serve until removed by the Mayor with the Council approval or until a member voluntarily resigns. The Committee meets on an as needed basis.

The purpose of this committee is to hear employee grievances and to render a written decision based on the facts as presented and that is voted and adopted by a majority vote.

The Planning Commission is established by the Code of Alabama and consists of nine members. It is the function and duty of the Commission to make and adopt a master plan for the physical development of the municipality. This plan is typically amended, with public input, as the city growth patterns change with time. The Commission also adopts regulations that govern the subdivision of land within its jurisdiction. Subdivision applicants, within the city limits and within the Planning Jurisdiction, come before the Commission for a public hearing and approval. Another function of the Commission is to make recommendations on zoning to Mayor and Council. This includes initial zoning, rezoning, amendments to the Zoning Ordinance and other similar items. The Commission meets once a month to review and take action on agenda items.

The seven member advisory board meets the third Thursday of every month, except July, August and December. There are several sub-committees within this board, including: Seasonal plantings, Education and Outreach, Arbor Day, Christmas in the Park, Beautification and Revitalization Awards, Century Tree, and the Tree Committee. The seven member advisory board meets quarterly. Board members serve staggered three year terms. Board members are Bobby Graham, Donna Larsen, John Chafin, Lee Parks, Herman Doster, Charlie Fisher and John Rininger, Jr.. Donna Larsen is recording secretary.

The Foley Senior Citizen’s Board serves as a support group for the Senior Center Staff. Our goal is to offer a wide variety of activities and continue to grow and expand to meet the needs of seniors of all ages. It is the mission of the City of Foley Senior Center to provide opportunity for the “Young at Heart” to meet and enjoy an assortment of social, educational, health, and recreational activities while promoting the positive aspects of senior status to them, their families, and the community at large.

The Board of Adjustment & Appeals is established by the Code of Alabama and consists of five regular members plus two supernumerary members. State law has given the Board authority to decide issues in three distinct areas:
(1) Variance requests; (2) Interpretation of existing zoning ordinances; and
(3) Requests for uses that may be permitted by the zoning ordinance upon appeal. The Board meets once a month as needed, based on applications.

The Board members are Chairperson Sheila Hodges, Vice-Chairperson Jack Kimsey, Joe Cabaniss, Monty Clark, Jimmy Donaldson, and Alternate Vernie Heard.
